Do I need roof or balcony waterproofing?

If a flat or low-slope roof, roof deck or balcony shows ponding water, a cracked or blistered membrane, peeling coating, rusted flashing, or a stain on the ceiling or wall below it, the waterproofing is likely compromised and should be inspected before the damage spreads to the structure underneath.
Sloped shingle or tile roofs shed water and rarely need a waterproofing membrane; this applies to flat and low-slope roof sections, roof decks over living space, and elevated balconies and walkways, which all depend on a membrane rather than slope alone.
Six signs a membrane is failing

Ponding water
Water that sits for more than 48 hours after rain stresses the membrane and finds the weakest point first.

The deciding factor is what is underneath: anything built over occupied or enclosed space needs a membrane that is inspected and maintained, not just a coating applied on a schedule.

Identify the failure point
Ponding, cracked seams, lifted flashing and failed terminations are traced back to a specific cause, not patched blind.
Confirm the permit path
Re-roofing and some deck/balcony waterproofing work needs a building permit; your city's building department confirms the requirement for your address.
Repair or replace the membrane
Depending on the extent of the failure, the membrane is patched, recoated, or removed and replaced down to sound structure.

Does Title 24 apply to a low-slope roof replacement?
Under the California Energy Code (Title 24, Part 6), cool-roof requirements apply to re-roofing projects, including low-slope roofs, that replace, recover or recoat more than 50% of the roof area (or 2,000 sq ft, whichever is smaller). The product generally needs to meet minimum aged solar reflectance and thermal emittance values, or an equivalent solar reflectance index, and be listed with the Cool Roof Rating Council (CRRC). Roofs with sufficient thermal mass over the membrane can be exempt from the reflectance/emittance minimums. Steep-slope roofing (shingles, tile) relies on slope and overlapping layers to shed water. Waterproofing applies a continuous membrane to flat or low-slope surfaces, roof decks and balconies, where there is not enough slope to rely on shingles alone.
How do I know if my balcony or roof deck is leaking?
Ponding water, a cracked or blistered membrane, peeling coating, rusted flashing, or a stain on the ceiling or wall below are the main signs. By the time a stain appears inside, water has already gotten through.
Do I need a permit for roof or balcony waterproofing?
It depends on the scope. Re-roofing and some structural deck or balcony waterproofing work require a building permit; confirm the requirement for your address with your city's building department before work starts.
Can a membrane be repaired, or does it need full replacement?
Localized cracks or failed flashing can often be repaired. Widespread blistering, ponding across most of the surface, or water damage to the structure underneath usually means the membrane should be replaced.
