What you can build in a garage: the short answer

A garage can become a full accessory dwelling unit (ADU) with its own kitchen and bathroom, a smaller junior ADU (JADU) inside an attached garage, or plain living space such as a bedroom, office or family room. The right choice depends on whether you want a separate place to live or rent, or just more room for your family.
In California, state law limits what a city can require for garage conversions: no replacement parking, and no new setback for an ADU built inside an existing structure. The permit still has to be approved, and the building has to meet code.
Three ways to convert a garage

Which of these your lot allows depends on its size, whether the garage is attached or detached, and local rules. An estimate starts with measuring the garage and confirming what the city will approve.
Six things that decide a garage conversion
These are the usual trouble spots. Each one is easier to plan on paper than to discover once the walls are open.
The slab
Garage floors are often poured lower than the house and slope toward the door for drainage. They usually have no vapor barrier under them, so moisture protection and a level, insulated floor have to be added.

Walls and ceiling
Garages are normally uninsulated and may not have finished walls. A living space needs insulation, drywall and a ceiling that meet the energy and fire code.

The garage door opening
Removing the door leaves a large opening. It is typically framed in as a new wall with a window or door, matched to the home’s exterior.

Plumbing and kitchen
A unit with a bathroom or kitchen needs drain lines, which often means cutting the slab to run pipes to the sewer connection.

Electrical and heating
Lighting, outlets, a panel or subpanel and heating and cooling all have to be added. An existing garage panel is rarely sized for a living space.

Light, ventilation and egress
Habitable rooms need natural light, ventilation and an emergency escape. A garage with few windows needs new openings.

What California law says about garage conversions
These are the state rules for ADUs, as summarized in the California Department of Housing and Community Development (HCD) ADU Handbook. State law was renumbered in 2024, so the section numbers below are the current ones.

Garage conversion questions
Do I have to replace the parking when I convert my garage?
Under California law, a city may not require you to replace the garage’s off-street parking when the garage is converted to an ADU (Gov. Code § 66314(d)(11)). Local rules for other kinds of conversion can differ, so confirm with your city.
Do I need a permit to convert a garage?
Yes. Turning a garage into living space is a change of use and needs a building permit, with inspections for the structure, electrical, plumbing and energy work. We prepare the plans and handle the application.
How long does the permit take?
For an ADU on a lot with an existing home, state law requires the city to approve or deny a completed application within 60 days (Gov. Code § 66317(a)(3)). Plan-check comments and your city’s workload can affect the overall schedule.
Can I rent out a converted garage?

What is the difference between an ADU and a JADU?
